Where to Find Officer Mewmew (Blazewood)
You can find Officer Mewmew by teleporting to the Lower Level in Blazewood and keep walking forward. The officer is standing near the store shutter staring into spaces. There's a quest icon on top of him so you won't miss them.
If he's not there, then it's most probably because you didn't finish the last part of the latest part of Phaeton's Story [Tour de Inferno (B) - The Race From Which a Hero was Born]. Complete the commission and wait until the next day, then Officer Mewmew should be in the location mentioned above.
After that, Officer Mewmew will ask you to find a Fierce Bangboo. Just follow the navigation and you can find the Bangboo on top of an old sofa. Fix it and continue with the quest and you will permanently unlock Officer Mewmew and the teleport shortcut.

1) Keen Senses Medal
Find all the lost cargo trucks in Blazewood. There are 4 of them and you can see the location below.
(1) Teleport to Officer Mewmew and turn around to see a motorbike. Behind that bike is a cargo truck.
(2) From the previous spot, look to your left and you can see another cargo truck on the elevated platform.
(3) Teleport to Cheesetopia and you will immediately see the cargo truck in front of you.
(4) Teleport to the Lower Level and you will immediately see the cargo truck in front of you.
2) Silver Talent Seeker Medal
Collect half of the HIA Commemorative Coins in this region to earn this medal. This achievement will surely leave the Sage in a Barrel wanting more!

4) Chivalrous Spirit Medal I
Late at night when there's no one around, the wind blows over the streetlamps next to the cliff, like a sigh of the Outer Ring itself…
In midnight, teleport to Officer Mewmew and turn around for a Mourning Bangboo staring at the Hollow. Talk to it to complete the commission.
5) Chivalrous Spirit Medal II
Tumbleweed talks like Bangboo! I'm serious! I heard a tumbleweed talk like that yesterday afternoon at the storage entrance!
In the afternoon, teleport to Officer Mewmew and walk to your right a little bit to find Tumbleweed Bangboo near the barrels. Fix the Bangboo to complete the commission.
6) Chivalrous Spirit Medal III
There's more and more hooligans around here, lately. Who'd be talking business at night in the backyard next to the diner? Are they really doing business?
In the evening, teleport to the Upper Level and after arrival, go to the first left and you will see Bangboo Customer and Perfume Merchant Bangboo.
7) Chivalrous Spirit Medal IV
That Bangboo next to that truck on the lower-level seems to be from the city… Maybe we should ask it about the goings on in the city in the morning?
In the morning, teleport to the Lower Level and walk straight to the yellow ladder and you should see Passionate Bangboo and Anxietyboo. Talk to them to start and complete the commission.
8) Timely Assistance Medal I
I heard someone cussing up a storm while passing by Cheesetopia in the morning. Whoever that was sure doesn't have a filter. What if kids heard them?
In the morning, teleport to Officer Mewmew and turn around to see Captain Bangboo. Fix the Bangboo to complete the commission.
If Captain Bangboo is not at the location above after multiple refreshes (going in and out of the map), then you must talk to Ault first to make him move and Captain Bangboo will appear at this location.
9) Timely Assistance Medal II
When I was passing by the storehouse last night, I felt this cold gaze on my back… sob …I wanna go home…
In the evening, teleport to Officer Mewmew and look to your left for an Avenger Bangboo at the corner. Fix the Bangboo to complete the commission.
10) Timely Assistance Medal III
Best not head out late at night lately. There seems to something eerie near 747…
At midnight, teleport to Sage in a Barrel and you can immediately see a red bangboo called Grateful Bangboo. Fix it to complete the commission.
11) Timely Assistance Medal IV
I heard something slamming against the wall of the automobile repair shop in the afternoon, but when I opened the window, I didn't see anything…
In the afternoon, teleport to the Lower Level and look to your left for a Bangboo Wanderer. Fix the Bangboo to complete the commission.
If Bangboo Wanderer is not at the location above after multiple refreshes (going in and out of the map), then you must talk to Ono and Old Demir nearby to accept their commission. If they still don't move after this, complete the commission and they will move location and Bangboo Wanderer will then appear at this location.
12) Kind Helper Medal I
Complete the mission Beginning of the Journey to earn this medal. First of all, in the evening, teleport to the Lower Level and talk to Ono and Old Demir to get the Combat Commission [Wilderness Pursuit].
In the commission, you need to save Appon from enemies. After that, you will automatically get the next quest [A Distant Cry for Help]. Continue following the navigation to talk to Appon and Ono at the Lower Level (anytime except midnight). This will complete said quest and you will get the medal BUT there's a continuation!
On the next evening, teleport to the Lower Level and you can see Ono and Appon beside the wannabe 141 Convenience Store. Talk to them and you will get the Special Commission [Redemption in the Rock Quarry].
Go to the next day and teleport to Officer Mewmew to find Appon once again to start another commission called [Beginning of the Journey]. This one is simple, all you need to do is follow the quest navigation and take a picture of Appon and Ono to complete the commission and get the medal.
13) Kind Helper Medal II
Complete the mission Silent Poto to earn this medal. In the afternoon, teleport to Officer Mewmew and look to the left until you see Songsong talking to a cactus. At first, you need to help her by talking to more cactuses, then, you will get a Combat Commission [Silent Poto].
Complete this commission and you will get the medal. All you need to do is defeat some enemies and talk to more cactuses in the Hollow.
14) Kind Helper Medal III
In the evening, teleport to the Lower Level and turn around to see Bolter. Talk to him to start the quest. It's very easy; just go to the other side of the Lower Level the little boy- Shawn.
Talk to Shawn and then go back to Bolter. There you go, the commission is done.
15) Kind Helper Medal IV
Complete the mission Here Comes a Criminal With a Flute to earn this medal. In the evening, teleport to Sage in a Barrel and you will immediately see the two NPCs with the quest mark. Continue following the quest navigation until you meet Kami North.
If, by any chance, you couldn't start this commission because the NPCs are not there, then it's probably because you didn't complete an old quest called [Detective Rewind] which also shows Kami North as an important character.
Once you talk to Kami North, open your Inter-Knot and accept the commission from Spiral Flutist. You will get the Combat Commission [Here Comes a Criminal With a Flute]. Continue with the quest navigation and complete the commission to get this medal. All you have to do is defeat some mobs.
16) Kind Helper Medal IV
Complete the mission Replacement Bounty Hunter to earn this medal. In the afternoon, teleport to Officer Mewmew and walk to your right until the end of the road where you can see Gael.
After you're done talking to him, open Inter-Knot and accept the commission from OuterRingLad called 'Seeking partners skilled in combat!'
Complete the Replacement Bounty Hunter and you will also complete this commission and get the last medal.
